They are the same thing and are important for both businesses (shops and offices), and commercial and residential landlords. Public buildings, such as schools, libraries and community centres, also require an EICR.
That’s because the test checks electrical items which are ‘hard wired’ in the building, such as fuse boxes, light fittings, plug sockets etc. If these malfunction an individual could be electrocuted or the building itself could catch fire.
However, only the residential landlord must have a regular EICR under current laws in England, Scotland and Wales. The testing for commercial landlords is advisory rather than a statutory recommendation.
EICR Manchester: the content of the report
Following an inspection, you’ll get the report. This contains info on what was tested and by whom. It’ll also contain details on installations that were not tested completely, i.e. if circuits couldn’t be switched off. You’ll then be given a ‘pass’ or ‘fail.’

EICR Manchester: residential landlords
From April 2021, all landlords who rent a property to residential tenants require an EICR certificate. This must be renewed every five years.
If a fault is identified in the report, repairs must be carried out within no longer than 28 days of the inspection. Once the electrician has completed the work, written confirmation of this must be shown to the tenants, also within 28 days (this time of the actual repair).
It’s not necessary if you own the property in which you reside, but an EICR test – every decade - is a good idea in the interests of safety. There’s also a financial side in that if your neighbour’s home caught fire because of a faulty electrical socket etc in your own home, then you would be held responsible.
And you won’t necessarily be able to claim on your home insurance policy – unless you can prove that your electrical fittings have been maintained.
